Our Manpower Supply Process

The manpower supply process at Manpower Agency Saudia follows a structured seven-step workflow designed to move from initial requirement to workers-on-site as quickly as Saudi labour regulations allow. Every step is built around our role as a referral intermediary connecting employers with licensed partner agencies, with full compliance under MHRSD, Ajeer, and Qiwa frameworks.

Quick answer: Our process runs WhatsApp request → requirement scoping → partner matching → introduction → partner engagement → mobilisation → post-deployment support. Typical end-to-end timeline is 7 to 21 days for in-Kingdom workers and 30 to 90 days for overseas recruitment.

Step 1 — Submit Your Requirement via WhatsApp

Send a WhatsApp message to +966 55 800 4278 with as much detail as possible. The more specific the brief, the faster we can match the right partner. A useful initial message typically includes:

If you don't have all of this clear yet, send what you have — we'll ask the rest in conversation.

Step 2 — Requirement Scoping

Within hours we'll come back with clarifying questions where needed. Common scoping points: do you need workers under your Iqama sponsorship or under the partner's (Ajeer outsourcing)? What is your current Nitaqat band? Are accommodation and transport provided, or does the partner arrange them? Are there specific Aramco, SABIC, MAADEN, or Royal Commission contractor approvals required?

The scoping conversation typically takes one to three WhatsApp exchanges. The goal is a brief specific enough that we can route to a partner who can actually deliver — not a partner who'll waste your time with proposals that don't match.

Step 3 — Partner Matching

We match your requirement to a partner from our network based on three criteria: industry specialisation, geographic capacity, and current availability. A partner strong in Jubail refinery shutdowns isn't always the right fit for a Riyadh facility management contract. A partner with 200 hospitality workers ready for Hajj season isn't always the right fit for an oil and gas turnaround.

For most requests we identify a primary match within the same business day. For unusual or high-volume requests, the match may take 24 to 48 hours.

Step 4 — Introduction

Once matched, we connect you directly with the partner agency. The introduction typically happens over WhatsApp, with us in the loop for the first few messages so context transfers cleanly. From this point, the partner agency becomes your operational counterparty — commercial negotiation, candidate selection, and contract signing happen between you and the partner, not through us.

We deliberately step back at this stage rather than acting as an intermediary on every message. This keeps decisions fast and avoids the broken-telephone delays that plague many referral arrangements.

Step 5 — Partner Engagement & Commercial Terms

The partner reviews your requirement and typically returns with a candidate shortlist, commercial proposal, and proposed timeline within 24 to 72 hours. You evaluate, ask questions, request additional candidates if needed, and agree commercial terms directly. There is no fee payable to Manpower Agency Saudia at any stage — our compensation arrangements are with the partner network, not with employers.

Key items typically agreed at this stage include monthly or hourly rates, contract duration, replacement guarantees if a worker underperforms, accommodation and transport arrangements, and Ajeer permit or Iqama transfer specifics.

Step 6 — Mobilisation

For workers already in Saudi Arabia with valid Iqamas, mobilisation through Ajeer outsourcing typically takes 7 to 21 days from contract signing. The partner handles Ajeer platform documentation, Qiwa contract registration, and any required Iqama transfers. For overseas recruitment from countries like Pakistan, India, Nepal, the Philippines, Bangladesh, Sri Lanka, or Indonesia, the timeline extends to 30 to 90 days depending on visa processing speed at the relevant Saudi consulate.

Plant shutdown and turnaround crews, where partners maintain pre-cleared candidate pools, can often mobilise within 7 days.

Step 7 — Post-Deployment Support

After workers are on site, the operational relationship sits between you and the partner. We remain available for escalation. If something falters — slow mobilisation of follow-on workers, paperwork issues, performance gaps — you message us and we engage the partner directly. This back-stop matters more than employers initially expect; the referral relationship doesn't end at handover.

Typical Timelines by Scenario

ScenarioFrom WhatsApp to On-Site
In-Kingdom workers with valid Iqamas (e.g., Riyadh cleaning crew)7–14 days
Shutdown / turnaround crews with pre-cleared candidates5–10 days
Industry-certified specialists already in KSA (e.g., 6G welders)10–21 days
Hospitality bulk recruitment from the Philippines or Sri Lanka45–90 days
Construction labour from Pakistan, India, Nepal, or Bangladesh30–75 days

Timelines assume employer Nitaqat status is Green or above (a requirement for receiving Ajeer outsourced workers under most arrangements) and that visa quotas are not constrained.

Frequently Asked Questions

How quickly can the manpower supply process start?

The process starts the moment you send a WhatsApp message. Initial scoping happens within hours, partner matching within the same business day for most requests, and introductions typically within 24 to 48 hours.

What information do I need to provide upfront?

At minimum, the role, headcount, city, and rough timeline. The more detail you provide on certifications, industry, contract duration, and Nitaqat status, the faster we can match to the right partner.

Do I sign contracts with you or with the partner?

Contracts are signed directly between you and the matched partner agency. Manpower Agency Saudia does not sign manpower supply contracts because we operate as a referral intermediary, not a direct supplier.

What happens if I am not satisfied with the partner?

Escalate back to us and we will route the request to a different partner. We do not lock employers to a single partner, and we maintain enough network depth to offer alternatives for almost every request type.

Can the process run faster for urgent requirements?

Yes. For urgent shutdown or emergency requirements, our partners maintain pre-cleared candidate pools and can sometimes mobilise within 5 to 7 days. Flag urgency in your initial WhatsApp message and we will prioritise routing accordingly.

Does the process work the same for permanent and temporary placements?

The first four steps are identical. From Step 5 onwards, permanent placements follow a direct-hire contract structure with Iqama transfer to your establishment, while temporary placements follow Ajeer outsourcing with the partner retaining sponsorship. Our partners handle both structures.

Need Workers in Saudi Arabia?

Our partner network mobilises skilled, semi-skilled, and unskilled workers across the Kingdom — fully Ajeer-compliant, ready to deploy.
