These terms govern your use of the Manpower Agency Saudia website (manpoweragencysaudia.com) and our WhatsApp communication channel. By using our website or contacting us, you agree to these terms. We operate from Al Olaya District, Riyadh, Kingdom of Saudi Arabia, and our services are governed by Saudi law.
Quick summary: Manpower Agency Saudia is a referral intermediary connecting employers with manpower partner agencies. We don't sign manpower supply contracts directly, don't employ workers, and don't charge employers for referrals. Commercial terms are agreed directly between you and the matched partner. These terms cover the scope of our role and the limitations of our liability.
1. About Us
Manpower Agency Saudia is a Riyadh-based referral service connecting Saudi employers with manpower partner agencies in our network. We are not a manpower supplier, recruitment agency, or labour outsourcing provider. We do not hold MHRSD manpower supply licensing in our own right — operational licensing is held by the partner agencies in our network.
2. Our Role as Referral Intermediary
Our role consists of:
- Receiving workforce requirements from employers via WhatsApp or other channels
- Evaluating requirements and identifying suitable partner agencies in our network
- Introducing employers to matched partner agencies
- Providing post-introduction escalation support if issues arise
Our role does not include:
- Recruiting workers directly
- Sponsoring worker Iqamas or filing Ajeer permits
- Signing manpower supply contracts with employers
- Setting commercial terms between employers and partners
- Managing on-site workforce or operational delivery
- Acting as an employer of record under Saudi Labour Law
3. Service Eligibility
Our referral service is available to:
- Registered businesses in Saudi Arabia with valid commercial registration
- Households seeking domestic workers via the Musaned platform (for domestic categories only)
- Government and quasi-government entities with appropriate procurement authority
- Foreign companies entering the Saudi market with intent to establish local entities
We may decline to provide referral services where requirements fall outside our partner network's specialisation, where compliance concerns arise, or where the request cannot be lawfully fulfilled within current Saudi regulations.
4. No Fees to Employers
There is no fee payable to Manpower Agency Saudia by employers for referral services. Commercial relationships between Manpower Agency Saudia and partner agencies are governed by separate arrangements, and these do not impose direct costs on employers using our referral service.
5. Partner Agencies
Partner agencies in our network are independent businesses holding their own MHRSD licensing, Ajeer registration, GOSI compliance, and operational capacity. We exercise reasonable diligence in curating our partner network, but partner agencies operate independently from Manpower Agency Saudia.
When you are introduced to a partner agency:
- Commercial terms are agreed directly between you and the partner
- Contracts are signed between you and the partner, not with us
- The partner becomes your direct counterparty for workforce supply
- Workforce performance, compliance, and contractual obligations are between you and the partner
6. Communications via WhatsApp
WhatsApp is our primary communication channel. By messaging us via WhatsApp at +966 55 800 4278, you acknowledge:
- Messages may be read, retained, and shared with partner agencies as part of routing your requirement
- WhatsApp's own terms and privacy policy apply to the transmission
- Response times during business hours (Sunday–Thursday, 9:00 AM – 6:00 PM Arabia Standard Time) are typically the same day; outside hours responses are next business day
- Voice notes, images, and documents shared via WhatsApp follow the same handling practices as text messages
7. Information Accuracy
We aim to provide accurate information about Saudi manpower regulations, Ajeer, Nitaqat, Iqama, and related frameworks. However:
- Information on this website is general and informational, not legal or compliance advice
- Saudi labour regulations change frequently. We update content periodically but cannot guarantee real-time accuracy on every page
- For specific compliance decisions, consult appropriate legal or HR advisory professionals
- Partner agencies provide their own commercial and operational information directly — we cannot warrant the accuracy of every claim partners make
8. Limitation of Liability
To the maximum extent permitted by Saudi law:
- Manpower Agency Saudia is not liable for workforce performance issues, compliance failures, or commercial disputes arising from partner agency arrangements
- We do not warrant specific outcomes from referral introductions
- We are not liable for indirect, consequential, or incidental damages
- Our maximum liability for any direct claim is limited to the fees paid by you to Manpower Agency Saudia (which, for employer referrals, is zero)
Nothing in these terms limits liability for fraud, gross negligence, or any liability that cannot lawfully be limited under Saudi law.
9. Compliance With Saudi Law
You agree that:
- You will use our services lawfully and in accordance with Saudi labour, immigration, and commercial regulations
- You will not request workforce arrangements that violate MHRSD, MOI, Ajeer, Nitaqat, or other applicable rules
- You will provide accurate information about your business, Nitaqat status, and workforce needs
- You will not use our services for activities that would jeopardise worker rights, ethical recruitment standards, or applicable bilateral source country agreements
We reserve the right to decline service or terminate engagement if we identify compliance concerns.
10. Intellectual Property
The content of this website — including text, design, structure, and arrangement — is owned by Manpower Agency Saudia or used under licence. You may not reproduce, distribute, or commercially use the content without our written permission. You may share individual page URLs and brief quoted references with attribution.
11. Third-Party Links
This website may contain links to third-party websites including Saudi government portals (vision2030.gov.sa, hrsd.gov.sa, qiwa.sa), educational resources, and industry references. We are not responsible for content on third-party sites, and links do not constitute endorsement.
12. Changes to These Terms
